I know someone who has a video chat teen visits. He was not there for sexual purposes. No soliciting sex or something similar. I wanted to talk only to people 18-19 years of age and older. Could be prosecuted as sex offenders, only to be there, even if he has nothing of a sexual nature, and there is no evidence that he so little? Thanks

No, not illegal if it is not there something other than talking. It can not be accused of being a sexual predator, if you hunt for sexual reasons. 18-19 and is considered an adult, not a teenager.
IM is not illegal as making sexual advances, the display of inappropriate pictures and keep the dialogue is not enough.
